Born into a Main Line Philadelphia family, Claire was a just-graduated college student out vacationing in the center of Pennsylvania when the Blackout occurred. Defending herself from a group of would-be rapists in the Pa. woods, Claire vowed never to be in a defenseless position again so after learning how to defend herself, she joins the core of what would eventually become the Monroe Republic, taking on the role of intelligence gathering and internal security.

The dual roles suited her perfectly, as it allowed her to build not only her own power base within the Republic - a group of 300 all-female spies and agents known as the Sacred Band - but also allows her to accumulate tons of intelligence information, not only against potential outside aggressors (such as the Ga. Republic and the Plains Nation) but also against potential internal enemies inside the Monroe Republic, making her a "kingmaker" of sorts....and potentially a threat to leaders within the Republic.
